New Concept report on Effective initiation of agile IT development

A new research report from the Center for Efficient Digitalisation of Public Sector (EDOS) sheds light on the analysis and planning phase needed to get funding of agile IT development in the public sector and provides improvement recommendations.

The report is published as a Concept report.

A central finding is that it currently takes on average as much as 3.5 years with analyses and planning before large IT projects get funding and starts the actual software development. Furthermore, there is a clear negative correlation between the length of the analysis and planning phase and the success of the projects.

The main recommendations are that there should be more flexibility in how and how much analysis and planning is done, dependent on the complexity of the problems to be solved. The report suggests a framework for making these suggestions.
